Recently, some adoption agencies wrote to CCAA consulting its policy to those adoptive families whose situation changes when waiting, such as pregnancy or adoption from other countries (including domestic adoption). We would like to reply as follows:
I, The Chinese inter-country adoption program is based on a series of complete laws and regulations, a relatively perfect system, a standard procedure and transparent process, which wins good fame internationally. Therefore, more and more foreign adoptive families choose to adopt from China, the number of adoption applications increases year by year. With development of the society, the number of abandoned children and orphans in the social welfare institutions decreases and the number of domestic adoption increases, the number of children available for inter-country adoption is far from being able to meet the demand of the overseas adoptive families and the waiting time becomes longer and longer. Adoptive families should have full consideration about this.
II, Adoptive families willing to withdraw or stop adoption from China because of pregnancy or adoption from other countries (including domestic adoption), we fully respect their wish and decision. Adoptive families can apply to withdraw or stop adoption through their adoption agencies any time.
III£¬For those adoptive families being pregnancy or adoption from other countries (including domestic adoption) when waiting, still want to adopt from China, should make full consideration about time and energy they need to nurture a new child, trying to create a suitable family environment for the healthy growth of the child.
¡¡¡¡i. There should be a certain length of time between pregnancy or adoption from other countries (including domestic adoption) and adoption from China.
¡¡¡¡ii. Adopters should still meet the conditions of CCAA.
¡¡¡¡iii. Adopters should inform CCAA timely updates as pregnancy or adoption from other countries (including domestic adoption) through adoption agency and submit supplemental home study reports made by social workers.
IV, Adoption agency should know those families¡¯ situation, communicate with CCAA timely and attentively, work together to safeguard legal rights of the adopted children and adopters. ¡¡
